Tynwald has welcomed delegates from the Electoral Commission of the States of Jersey visiting the Isle of Man to study the Manx parliamentary model.

The three-day study visit by the Commission’s vice-chairman Mr Colin Storm, Connétable Juliette Gallichan, Dr Jonathan Renouf and executive officer Ms Anna Goodyear was part of a process to help determine the future composition of Jersey’s States Assembly. The occasion also provided an opportunity for the group to gain an understanding of Tynwald’s unique tri-cameral system at a time when a bi-cameral option is one of a number of proposals under consideration for Jersey.

The programme included tours of the Tynwald, Legislative Council and House of Keys chambers while meetings were held with the President of Tynwald, the Hon Clare Christian MLC, the Speaker of the House of Keys, the Hon Steve Rodan, SHK, the Chief Minister, Hon Allan Bell MHK, Hon. David Cretney MHK, Mr Alex Downie MLC and senior officers. The visitors also met the past President of Tynwald Mr Noel Cringle OBE and former Chief Minister, Mr Tony Brown.

Madam President said: ‘We are always most willing to support other jurisdictions looking to implement electoral and parliamentary reform. We were therefore pleased to host this study visit and provide an insight into Tynwald’s legislative process in order to assist Commission members in their work to formulate a solution for a new structure for Jersey’s States Assembly.’

The Isle of Man is one of a number of jurisdictions selected for study by the Commission.  At the conclusion of its investigations the Commission will present its recommendations to the Privileges and Procedures Committee which will deliver its proposals to the States of Jersey for approval, after which a referendum will be held under the Referendum (Jersey) Law 2002.
