New Deputy Clerk of Tynwald to be appointed

The Tynwald Management Committee has recommended the appointment of Joann Corkish as Deputy Clerk of Tynwald with effect from 13th September 2021. This follows the recent appointment of Dr Jonathan King to the post of Clerk of Tynwald.
Mrs Corkish has worked in the Clerk of Tynwald’s Office since 2009 when she was recruited to head up the newly formed Information Service. Following a year seconded to the Isle of Man Government Cabinet Office, as Change and Reform Programme Lead, she returned to Tynwald in 2015 where she was appointed to her current post of Third Clerk. In this role she has clerked for a number of select and standing committees, most recently on Poverty and Whistleblowing; she has been Clerk of the Public Accounts Committee since 2016.
Joann is an active participant in inter-parliamentary network activities; for the Commonwealth Parliamentary Association (CPA) UK she has delivered training to the Public Accounts Committees of a number of Overseas Territories both in country and at Westminster; she has attended a number of UK PAC Network events and is currently events co-ordinator, and a member of the Executive Committee, of the Study of Parliament Group.
A Chartered Manager, in 2018 Joann completed the International Professional Development Program for Parliamentary Staff with McGill University, after being sponsored by the CPA and she is currently studying for a law degree via distance learning. She previously worked in the private sector in finance, business analysis and project management roles.

“I congratulate Mrs Corkish on her appointment as Deputy Clerk of Tynwald. She brings with her a broad set of skills from theatre to management which will complement those of the new Clerk of Tynwald. We again saw an exceptionally high standard of applications, but we saw in Mrs Corkish a strong track record of delivery and working with others that will stand her in good stead as she steps up to the Deputy Clerk role.”

The appointment of Joann Corkish as Deputy Clerk of Tynwald and Clerk to the Legislative Council is subject to approval by the Legislative Council and Tynwald Court.
Joann Corkish’s change of role creates a further vacancy in the Clerk of Tynwald’s Office. The implications of this will be addressed after the General Election.
